having trouble converting .pdf to .docx

I am trying to convert this .pdf https://habitat.mb.ca/PDF/2017%20Volunteer%20Orientation%20and%20Safety%20Training%20Manual.pdf

but when it converts, all I get are blank pages.

any help is appreciated.

    That document contains security to prevent document assembly and page extraction which could be what is causing this. Have whomever made the pdf, give you an unsecured copy.
