How can I get Reader DC to flatten after signing like Reader 11 used to?

I used to use the Sign function to embed/flatten all my comments in a PDF in Reader 11, after that they couldn't even be selected. Very useful for sending drawings out with mark-ups that could not be altered. After signing in Reader DC the comments are still selectable and changeable, which isn't what I want. Is there a setting I can use to get the Reader 11 functionality back?

Please note that this is a question about Reader not Acrobat Pro etc.

Reader is not capable of flattening a PDF file. It can lock it from further editing when signed, if the signature is set up to do so.
