How can you create an interactive scrolling pdf?

I have a pdf document that has a table of contents on the left hand side. When opened in Acrobat it scrolls through the table of contents changing the page title from the table of contents with the page on the right hand side. It stays on the single page and simply scrolls through the table of contents thus changing the single page. (When opened as a regular Pdf file it just scrolls through each page as normal pdfs would.) How can you create a pdf document like this?

I can't attach the file but it is the media kit from this website. Here is the one that is linked there that looks like the last few pages of the full set.

Thanks

When you say “opened as a regular PDF” WhT do you mean? For me a regular PDF is opened in Actobat.

What you you might need to know is that the list of contents is called “bookmarks”. You can make them a number of ways. Easiest is Word headings converted by Acrobat.
