How do I get my "layer effects" opacity to be independent from "layer" opacity?

How do I get my "layer effects" opacity to be independent from "layer" opacity?  I want to change the opcaity of the pattern overlay so that i can still see the color overlay, but i don't want the layer to become more transparent.  Why can't I separate the two?
