This process is not related to Reader, which is not capable of creating new PDF files. You need to look for the solution in PowerPoint.

How are you creating the PDF file, exactly?

I am in PowerPoint 2010 and I select "Save as type:" "PDF"  When I view the pdf withe Adobe Reader I get the hover/file location issue - when I view the pdf with Edge I do not get the hover/location issue.
