I have more info. The pane I am referring to loads to the right of the document and contains tabs "TOOLS |SIGN|COMMENT"  with bullets to open in each tab window. It defaults to come up with the Export PDF tab open and a place to sign in. This section can be useful sometimes but not just for view the document in which case i would rather have the full window as it is hard to read some documents when opend up to a 4 by 6 inch image

The question should be-How do I collapse the "TOOLS |SIGN|COMMENT" pane?
