How do I use the annotation tool when opening a PDF in Chrome

The PDF annotation tool is not available when I open a PDF file in PDF reader on the Chrome browser.

The annotation too works fine when I open the PDF file using IE browser.

Can anyone shine some light on this one?

Chrome doesn't use the Acrobat Reader.
