We don't need any of the sidebar services, but the sidebar and toolbar appear to be wed to each other.

Simplest way to achieve this would be to just click on the Tools button on the right side of the toolbar; it should turn it off.

By any chance are you looking to hide from the deployment standpoint? if yes then you should use Adobe Customization Wizard to disable the services.

You know, here's the thing, if people have to "ask" how to turn off a tool bar, obviously that control is positioned in the wrong place. Why is that concept so difficult for software engineers to see? Nearly ever other software package will put toolbar controls under "View" or "Tools" on the menu bar, why in the world would someone choose to put it anywhere else?

You can put it anywhere you like but a certain percentage of folks still won't find it.
