How does Adobe Pro licensing work for system testers?

I work on an admin team that does testing and deployment of applications on our network. I'd like to have Adobe Pro on my system so I can test documents and program usability, but clearly I can't do so without a license... or can I? Is there an exemption for sys admins on a network with a lot of Pro users? I looked around for the terms of service, but not sure I found the right one, not sure if the exception is even listed, or if it is but in legalese I don't understand.

Some software makers offer a reduced price development license, but that usually applies to high priced server software. Don't think there's any chance Adobe will offer it for desktop apps, it just needs to be in the budget.
