How to Highlight a specific rectanglular area in PDF like TIF

I want to highlight a specific section of the PDF Document at a specific area in rectangular form, like we generally do in TIF documents. I am using C# .NET. Please suggest if there is any feasibility.

If you open the PDF in Photoshop you can use one of the Selection tools to apply an effect to the area selected.
