Hyperlinks take you to bottom of screen or previous page that it should

I have a document that I created in Microsoft Word that has many hyperlinks. The hyperlinks all work in Word, and when clicked, my screen goes to to exact section and it appears at the top of the screen. When I convert to PDF, a number of the hyperlinks, when clicked, don't take me to the exact location and appear at the top of the screen. Many of my links, when clicked, will go to the page right before the page I want to go to.

Is this a flaw with PDF or is there something I can do to fix it?
