I've been trying to change scale ratio to feet and dot inches.. it's stuck only giving me inches

this happend to me once before. i can seem to fix it this time..

right click

change scale ratio

.25 inches and 1= ft

still inches...

trying to complete a bid for work.

I have foun that i need to go to "prefferences" and un click "use scale and units from document (when present)"
