If you cannot open a weblink embedded in a PDF, then there's likely a chance that the URL is not added to the trusted link. 

You can allow Acrobat and Acrobat Reader to contact selected websites by adding their addresses (URLs) to your list of trusted websites in the Trust Manager preferences. Alternatively, you can allow all URLs. Follow the steps given in this help document https://helpx.adobe.com/acrobat/using/allow-or-block-links-internet.html 

If your document contains a hyperlink, then the source file should be available on your system, or you should have access. Then only the hyperlink will direct you to open the file.

If none of the scenarios are applicable here, you must share the error message received.
