in PDF forms with checkboxes the respondent's form in acrobat pro DC will not save

I am working with a govt issue PDF, which when returned by the respondent is complete, but when i open it in acrobat pro DC, the checkboxes are all empty. i can see them if i open the form in chrome, but i have to encrypt the form to email to the government, which i can only do in acrobat. Why won't the selections save? what do i need to do to save and encrypt?
