Install of Acrobat Reader DC fails and reports "newer version already installed"

I am using Windows 10. 

I downloaded and installed from the Adobe site. 

I checked for any installed programs or references to Adobe Acrobat. I found nothing. 

I have tried the Adobe Acrobat Cleaning Tool, which reports that Acrobat is not installed, which it isn't.

As you receive the error when trying to install the application, please try the troubleshooting steps suggested in the following help document: https://helpx.adobe.com/acrobat/kb/error-1722--there-is-a-problem-with-this-windows-installer-packa.html.
