internet Explorer 11 Adobe Plug-ins not installing

I have an issue on 1 PC where the Adobe Plugins do not install into the Internet Explorer 11.

I have uninstalled IE11, Adobe DC, java, Anti Virus, Silverlight, etc..  Anything that would cause an issue.

I then reinstalled IE11 (feature re-enabled) with windows 10, reinstalled Adobe DC reader, java, no Anti Virus, Silverlight.

Same problem Add-ins do not show up.

Primary issue we have a program that writes bar codes to a PDF and all we get is a blank page.  This is done through a website, and when I login via another computer, with IE11, Windows 10, etc.. It works with no problems.  The only differences that I can find are the plugins are not in the problem pc.

I've already looked at the ALL plugsins.  Is there a way to manually install the plugsins to IE11?

As far as I know, Microsoft has LOCKED both Internet Explorer and Edge... meaning that you may not install Reader, you may only use the version that Microsoft installs/updates in those two web browsers

Search Microsoft – Official Home Page for help with IE or Edge... or use a different browser that allows you to control Reader installs
