internet page with PDF does not open with Chrome and MS Edge

My computer (Windows 10) shows that I have the latest version of Adobe Reader for Windows…  I click on:

AIA/14 Application Data Sheet 

It displays the following message:

Please wait... If this message is not eventually replaced by the proper contents of the document, your PDF viewer may not be able to display this type of document. You can upgrade to the latest version of Adobe Reader for Windows®, Mac, or Linux® by visiting http://www.adobe.com/go/reader_download. For more assistance with Adobe Reader visit http://www.adobe.com/go/acrreader...

That did not happen ever before.

Please help. Thank you

You may have the latest version of Reader, but neither Edge nor Chrome will use it. You need to download the file, then open it in Reader.

Tip: download the file you see, containing the message; this IS the file itself, and the message goes away in Reader.

Another tip: Download it directly. Do not use any option such as "Export to PDF" or "Print to PDF" or "Save as PDF", etc.
