lagging on PDFs with notes

I have Adobe Acrobat Reader DC (32bit) version 18.11.20035.* on my HP laptop with Windows 10 pro 64bit. when I open PDFs that has "notes" the application starts constantly using 25% CPU and scrolling becomes super laggy and opening notes takes seconds.
