Language/repair/uninstall issues

Folks,  I need some help.  I'm running Win10, and have Adobe Reader DC 19.1.  Here's the issues, in order of appearance:

1.  Couldn't open a form because I needed to download a language package.  Considering it was an "Asian language package", which I don't need, I cancelled the download.

2.  Tried to find the German language package (which should have been downloaded when I first installed), but can't find it.

3.  Tried to "Modify" the program in Apps settings.  No luck

4.  Tried to reinstall the program.  Won't let me

5.  Tried to uninstall the program.  I'm being told "You need permission to perfom this acction.  You require permission from SYSTEM to make changes to this file".

So, I can't uninstall, nor modify, nor reinstall.

Does anyone have any ideas?

    Ok.  I figured it out.

    Rather than using the Adobe uninstaller, or the apps uninstaller, use the Windows uninstaller.  Worked for me.
