Launching PDF attachments - Emails & Websites

On my iPad I have been able to launch most forms but oddly from the same (secure) website where most forms have launched successfully

there is one that won’t and I get a word.doc message instead that states something along this nature:  If Your Document doesn’t load shortly

to visit the adobe downloading page for Reader.  The only difference is the Form that won’t open like the rest (again, from the same secure website) has ‘application‘ in the title.  Note : the others that successfully loaded are also fillable forms so I have ruled that out.  Has anyone experienced such weirdness?
