Locking a Document to be Viewed in Adobe vs. Bluebeam

Is there a way to lock a PDF document to only be viewed in an Adobe Reader?  We have a large amount of staff who use Bluebeam for drawing markups, but we have come to realize they are also viewing other types of documents in Bluebeam.  This creates a quality issue because we cannot ensure the way the files are intended to be viewed (for example 2-up with cover) are retained.
