Make IRS Tax Forms Editable and Keep Existing Data

I have some competed and filed IRS tax forms that have data.   I scanned the forms to PDF.

I am able to use Adobe Acrobat DC to make the forms editable. 

Is there a way I can save the forms so that when they are opened by someone else that has Acrobat Reader, that the forms are editable and have the existing data?

I don't want to re-type all of the data into a fillable PDF form.
