Est il possible d'ajouter des marges dans un fichier numérisé avec adobe reader?

You can't add margins, but you can print at a reduced size, such as 90% or even 85% which would simulate margin width while reducing the type size.

Creating and editing PDF files can be done with Adobe Acrobat, not the free Reader.

Not possible. Acrobat Reader can't scan documents.
