measuring tool stops working when i turn off "use scale and units from document (when present)"

Hello
 
The measuring tool stops working when i turn off/uncheck "use scale and units from document (when present)". 
By "stops working", i mean that the measurement doesnt complete and a popup occurs (attached). 
The popup states
"unable to select point"
"This point cannot be selected because it is the same point as the previous point"
Tried repairing AAR.
Then reinstalled it.
Tried opening various PDF's all resulting in the same issue.
