Measuring tool units jump by a few mm (units) each time, I can’t mark precisely what length

Measuring tool units jump by a few mm (units) each time, I can’t mark precisely what length I would like it to read.

For example I am using it to fill out steel order forms that require you to mark lengths over picture of product. I would like it to mark out exactly 110.5mm but if I drag the mouse it is almost impossible to get it to sit on 110.5mm it jumps around wildly.

I have tried:

• Changing the mouse pointer speed \ acceleration
• Switched on the keyboard mouse control, and it still jumps by 2-3 units per keyboard arrow push.
• Increesing the scale decimal points to 0.001 also still jumps around.
• Snap sensitivity increase decrease
