Menu Option Missin

I am unable to access the Menu (icon with the 3 lines) to access the layers icon.  Shift + Cmd + M does not work.  I need to access the layers icon to print out  certain size on sewing patterns.  Without this feature, i cannot print out different sizes contained in the pdf of the pattern.  I was able to do this before on the old version of Adobe reader on a very old Mac.  This is not possible on either my iPad or my new Mac.  Any ideas what i can do to solve this?  I have a screen shot but am unable to post it with this post.  Thank you.
