Menu sig-in is not available to a portfolio file

I've created a portfolio file

when i select the cover Sheet using :

go to Certificate

Should show the signature menu like this:

Some computers are not showing using the same file

I've check all the configurations and the only thing i can see different is the version

is this a bug in the new version or any other way to do it this in the new version?
