Microsoft Outlook 2013 & 2016 not working after 19.008.20071 update

Our organization is practically dead in the water because of this automatic update. Every time a user tries to click the "New Email" button in Outlook, the client automatically freezes and has to be closed with Task Manager. Far too many users are reporting the same problem for it to be a fluke, and the *only* commonality between affected machines is this automatic update that installed yesterday - no other updates were installed within the same timeframe. Repairing Outlook does not fix it, nor does uninstalling Acrobat Reader DC. We can't uninstall the update from within "Installed Updates," because there is no option to do so. We even rebooted our Exchange server, but still nothing.

Fix is needed ASAP.
