Move Comments/Highlights in on PDF to an Updated PDFversion

I purchased a PDF eBook that continuously provides content updates throughout the year.  Every time the content is updated I download an updated version of the eBook PDF. I initially entered comments and highlights to the original PDF but now that I have several updated versions of the same PDF I am looking for a way to move/migrate the comments I made in the original file into the updated versions of the PDF eBook. 

Someone suggested the following product by Evermap but it is very expensive. (AutoBookmark™ Plug-in for Adobe® Acrobat® - Create and Manage PDF Bookmarks, Links, Table of Contents and Destinations ) https://www.evermap.com/AutoBookmark.asp

Are there any free or inexpensive tools that will allow me to do this?

    Yes, you can do it with Adobe Reader. See: Importing and exporting comments, Adobe Acrobat

    Note, however, that if the layout of the pages changed between the versions your comments will no longer appear in the "correct" spot, as they are not bound to the actual text they are placed over.

    Does it need to be identical (that wouldn't be very helpful) or does it attempt to match it?

    The comment positioning matches that of the file from which they were imported. If comments appear out of place, the source and recipient PDF documents are likely to be different. For example, if you import comments from a ten-page document to a two-page document, only comments from the first two pages appear.
