I need Adobe grants me permissoin to install Acrobat Reader on "non-GMS" tablet for Sale.

I'd applied on 20 Octorber via this link:  https://adobe.allegiancetech.com/cgi-bin/qwebcorporate.dll?idx=W8RNXE
but I didn't get any responce from Adobe yet. I may need Adobe provide me the authorized APK for installing as my product (tablet) is "NON-GMS" !
