Need pdf reader for secure documents

The company I work for is looking to switch from paper to electronic forms. I am attempting to help them in the process and need some guidance. The forms are going to be placed and edited on Apple iPad tablets. However, due to potential HIPAA violations the forms need to be secure, and only accessible to those within the company. Ultimately, they would like to have the blank forms uploaded to the cloud. That way every tablet can download them as needed with an internet connection. At the moment Adobe Reader is the only thing that comes to mind to make this work. I’m just not sure how to go about figuring out the small details. I don’t want to present something half done. If anyone here with knowledge and background on the program can offer help, it would be greatly appreciated. Any suggestions or ideas are welcome. The company is willing to pay a yearly fee for the program if needed. Thank you

    Server side. This is the most basic requirementbif online forms. You really need to get qualified help. The chances of being HIPAA compliant without that seems remote, and the penalties are severe. Hackers are motivated and skilled.

    Thank you. I will look into it more. I tried to explain to my boss that they needed to be careful and a simple PDF form wouldn't be secure. I appreciate the help.

    Server side HTML forms with a secure connection comes to mind first. Server side development requires professional specialists. What do you hope to gain by using PDF forms, specifically?

      The company is leaning towards PDF's, because they don't know of another option. We have daily checklists that are completed on paper. There are also patient reports that they would like switched over to an electronic form. I have never heard of service side HTML forms. They do have an IT specialist that could set all of this up. However, they will not go through with it unless they know what to request. Do you have any links or suggestions on how I can further go about researching this? Ultimately, they want to be able to have all forms accessible to each tablet and capable of being uploaded as an attachment. I don't necessarily think a PDF would be the best option, but as of right now that is all I can think of. I really appreciate any help.
