Need to open important file online and can't

Question

Okay so I downloaded adobe reader 11.0.10 English for Windows and I still can't open these legal documents from online. When I click on the document, it tells me "Your PDF viewer may not be able to display this type of document. You can upgrade Adobe Reader to the latest version for Windows....". I don't get why I still can't open it when I downloaded the program? And I can't open it by right-clicking. It only opens within the browser I think. HELP.

The browser you are using may not be compatible with Adobe Reader. Right-click the link to the pdf file, choose to save it to your computer, open Adobe Reader then use File>Open to open the file. Or, try a different browser.
