Neither Adobe Reader DC nor Pro can open PDF file

I tried to open a PDF file download directly from Canada Immigration official website(IMM5709E). I tried to open using Reader DC, but it prompted

I download PRO trial, and I opened the file using PRO, same situation.

The Adobe brings me more and more confusion and trouble.

    Save the PDF to the local disc and open it with File > Open in Acrobat Reader.
