No PDF preview in Windows Explorer by using Acrobat Reader XI or DC (Windows 10 Ent. 1803/1909)

I have a simmilar issue like the collegue in this thread https://community.adobe.com/t5/acrobat-reader/no-pdf-preview-in-windows-10-1903-explorer-using-acrobat-reader-dc-19-21-20056/td-p/10751069?page=1. The Preview doesn't work on some machines. Only difference, I don't see any dependency with admin rights or not.

It doens't help ...

- repair installation

- disable Enhanced Security

- activate the preview functionality in the settings (at DC only available)

- Acrobat cleaner tool , reboot and new install the newest Adobe Reader DC

What works:

- using Sumatra PDF Viewer

- using Tracker Software PDF Tools

If I take a detail view with the Process Monitor, I can see the execution of two AcroRD32.exe processes and they stop after 2 seconds.

Any suggestions?
