Only valid pdf files can be uploaded

I used Adobe Reader to scan my passport and tried to upload the photo to a OCI website and the website says Only valid PDF files can be uploaded. Please help.

    Adobe Reader can't scan documents. How did you scan the passport?

    I used my brother MFC machine. Once the documents were scanned, it converted to adobe PDF and when I went to upload the documents, OCI website says Only valid PDF files can be uploaded .
