Open a PDF Reader to a specific page using #page=

In google chrome and firefox works ok this link but in internet explorer only opens the first page of document:

1. This is not a formal standard, but it's good to see Google and FireFox following it in their own PDF viewers.

2. It can only possibly work for in-browser viewing. If this is disabled or not configured a file will be downloaded, and open without special parameters.

3. It works for me fine in IE and Reader DC on Windows 8.1, see below
