open pop up note Probelm

Hello 

I have forced the issue with sticky.

The sticky note text does not appear when I click "Open Pop-Up Note." 

I have two types of Note strikes.

The first one with yellow and white. I can open it when I click on it.

the second one with yellow and black I can not open it and I can see it when I open the comment panel

Any suggestions?
