opening pdf in empty windows without screenpollution

i want to have only the menubar visible when i open a pdf. these are mostely newly made pdf's so restore views doesn't work. I want to make this setting for all the pdf's i open. I primairly want to look at pdf's. If i want to do more then i can go through the menubar to find what i want

    the nav pane solution works for now, but the toolbar and comments pane keeps popping up.
    I know that “close” and then F8 solves it. 
    BUT do not turn it on when it’s not wanted.

    It’s like when you put on your shoes, then automatically gloves appear on your hands which you do not want ;-)
