Outlook pdf attachment access denied

I think I had this problem once before a couple years ago but can't remember the solution and searching keep finding other problems instead.   When I get an email with a pdf attachment I can see the pdf in the preview panel but if I try to open or print the pdf I get an error message with access denied and it often totally locks up the acrobat reader window.    If I open Acrobat DR and access a pdf already in it it opens OK.         How can I get it to open the attachments in a new window or print them.   I have quotes for customers but can't print them for the customer.
