how do i add page controls?

I've got all page controls, except for the first page.

Hope you are doing well and sorry for the trouble.As described you want to add page controls.

Have you hide the page controls in Adobe Acrobat Reader DC and wants to see them again? If yes, go to View tab > Show/Hide > Page Controls > Show Page Controls

Let us know if you are referring to something else.
