Page controls disappear when changing chapters

We sell a large book--over 1000 pages--and also provide a digital copy to be read with Acrobat Reader DC.  Is there a way to prevent the page controls from disappearing when chapters are changed?  I already suggested he undock the page controls but he wants us to change our content somehow so he can look through the entire book and have the controls stay on the menu bar.

I am the customer who raised the issue and would like to offer a bit more detail.

The publication is structured so that, once any chapter file has been opened, it allows any other chapter to be opened from the left hand Bookmarks list.

If a chapter is opened from bookmarks the page control tool bar is hidden.  However, if the same chapter file is opened by double clicking the file name in the source directory, the page control tool bar is not hidden.

Why does the way the chapter file is opened influence the show/hide state of the page control tool bar?  How can I open chapters from the bookmarks of an open file and still keep the tool bar shown?

Is this difference in behavior caused by Reader DC itself or is it a function of the way the files were built and saved?
