PDF Fillable Form not saving

I have a PDF Fillable form that includes text fields, drop downs, and check boxes. These are used as check lists to complete loans. 1 person starts the form, they are able to fill everything in, check the boxes etc. They save this form to a folder. The 2nd person comes in and the form is no longer fillable. There are no signatures on the form, we just have them type their name. There are no security settings. 

 

Any ideas on how to fix this? We desperately need each person to be able to use the fillable fields after the previous person saves it.

How exactly do they type their name? With the Edit tool? In a form field? With Fill and Sign? Commenting?

I have exactly  the same problem.   I download a fillable form from the canadian government web site.   ON first open, all the fields are nicely higlighted with red boxes showing me what I can edit.  I am using reader 2023.008.20533.

The form provides a save button / resest form / print buttons.   I can usually save once.   Then on next reopen none of the fields are editable.  I do not sign anything.  I enter a few chars in name, then surname, then save.   nothing else.   There are many fields to enter, so I do not fill in the entire form.   

This is very odd.
