pdf into safari

I can't open any pdf file in safari 11.02.0. My OS is MacOS High Sierra, 10.13.2

How I can solve this

Open the file in Acrobat Reader.

I tried it on Adobe Reader DC and on PDF Reader. When I click on a pdf link, a window appears showing "before proceeding you need to start Adobe Acrobat and accep the end user license agreement". However, when I had pick up these app, a sreen has already appeared to agree to the license.
