PDF viewer not able to display document

Please help! I am trying to download a file and am getting the following error message:

If this message is not eventually replaced by the proper contents of the document, your PDF viewer may not be able to display this type of document. You can upgrade to the latest version of Adobe Reader for Windows®, Mac, or Linux® by visiting http://www.adobe.com/go/reader_download. For more assistance with Adobe Reader visit http://www.adobe.com/go/acrreader.

I have downloaded and updated Adobe reader with no luck.

Really need to get these forms downloaded and filled in! Please help!

    I was having the same problem.  This is my solution.   Save attachment to desktop.   Right click, properties and see on the general tab what program is trying to open the attachment.   Mine was set to Microsoft Edge.  I changed to oepn with Adobe Acrobat Reader and the file will now open.

    This has worked well for me, but does anyone know if there is away to force the file to always open in reader, or change the default?
