PDF Will not Unlock on Laptop but Will on Phone

So this is a first.  I am being sent a password protected PDF that I can only get to unlock on a mobile device.  I have tried to unlock the PDF on two different laptops and my iMac. I think it has something to do with how the original file is being saved but do not know for sure.

The error message I receive is "password incorrect.  Please try again."

Any help is appreciated.
