Permission Issue with Reader; Removed; Will Not Reinstall

For 2 weeks now, I have been receiving the following message constantly from Reader: 

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

Also, receiving a great deal of these concerning Adobe Reader.  I uninstalled Reader and all things Adobe, cleaned up everything Adobe on system and registry and now am unable to reinstall it.  I have run the Adobe Uninstaller AdobeAcroCleaner_DC2015.  I ran it for both Acrobat and Reader.  Now when I run the re-installation, it goes through all the steps and then says the install finished successfully and do I want to launch DC.  I click the select for launching it and nothing happens.  I look at the directories to verify the install and its not there.  Can anybody suggest anything?  I have searched the web and walked through all kind of things with no success.  Note:  I have run the System File Checker (SFC) and the Deployment Image Service and Management Tool (DISM).  Both found NO corruption or problem objects. 

Can somebody please help?

    Sorry for the delayed response.

    As per the issue description mentioned above, you are receiving above mentioned error when trying to launch Reader on your machine, is that correct?

    Could you please check if Reader exists on your computer by going to Control Panel > Programs & Features?

    Also, check if Acrobat Reader DC folder exists on your computer under C:\ Programs Files (x86) \Adobe.

    If not, please try following troubleshooting steps:

    1- Download and run Cleaner tool from here: Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs

    2- Reboot the machine.

    3- Download and install Reader DC from here: Adobe - Adobe Acrobat Reader DC Distribution 

    Once installed, try locating Reader's shortcut on the desktop > right click > select Run as administrator and see if that works.

    Also, let us know the operating system you are using?

    Nope, did not work for me.
