Photoshop won't let me do anything (I can't even quit the app)

Photoshop won't let me do anything at all. Whenever I try to click on anything within the tab it just makes this weird sound. I also can't click on any buttons. Whenever I try to quit the app it doesn't work. I can't move the tab around or close it. All of the drop-down options on the menu bar are grey (implying that I can't click on them). It's acting as if there's another photoshop notification open but there's none. I can't go back to the home screen or open a new file. I literally can't do anything. I can't even close the app.
