Popup windows (signature & email) don't appear

Just like the title says, I can't sign or send my pdf data. Nothing happens when I click those fields. I do breifly see a watch appear as if the OS is trying to initiate the next procedure... but nothing.

Whatever popup windows are supposed to appear when I click Sign or Submit. Nothing happens.

No. I'm not in Safari or Preview. Is there a list of potential errors I could be making? Something that's blocking Adobe's popup windows? I've removed and reinstalled 3 times now. I can fill out all other fields, but neither Sign nor Send reply to my input.

The company at the other end of this pdf thought maybe it was my computer's security preferences blocking the popups. I can't find that, either.
