Printing a PDF at a Smaller Scale as a PDF

Hello,

I'm trying to remember how to go about printing a PDF, say an 8.5" x 11" file, at a smaller scale (like 59%) as another PDF. I did it several years back and am need of the process again. I work for a printer and we often need to print manuals that are only 5x7 or so. It seems like I had to install a driver or use PDF writer somehow?

Any information would be most helpful. I've got a rush job and have spent the past few hours researching it, with no luck so far.
