Problem with open active PDF

I have a strange problem with opening active forms. In the attachment you can see the screenshots.

I will write the steps I am doing and what happens is even stranger.

1. computer with Windows 10. I remove Adobe Acrobat DC completely.
2. I delete the Adobe directories from USERNAME/AppData
3. I restart the computer
4. I install a clean version of Adobe Acrobat DC (doesn't matter if I do it with 64 or 32bit)
5. I launch Adobe Reader
6 I open the active form
7. it works!!!

8. I close Adobe Acrobat
9. i start adobe acrobat
10. open the SAME file with the active form
11. i get screen 1 - NO BDU
12. i click OK - i get message number 2 that reads "Please wait.... if this messsage...."

Interestingly - I copied adobe directories from AppData (local, locallow and roaming) after clean installation of Adobe Reader. When the problem appeared after step 8, I restored these directories to AppData (local, locallow, roaming) but this did not cause Adobe Acrobat to respond correctly.

Please help.
